The has worked together to convince parliamentarians to allocate amendments to actions aligned with the department’s objectives, such as the acquisition of weapons with low offensive potential, purchase of body cameras and other initiatives that reduce police lethality.
Secretary of Legislative Affairs at the ministry, states that the action seeks to explain to parliamentarians that the presentation of amendments to policies already carried out by the department would facilitate the execution of resources.
“And at the same time showing the importance of these policies. So, with this objective, we presented to Congress the option of purchasing this equipment with less offensive potential”, he says, stating that there was also the option of investing in the purchase of items that allow the creation of workshops to encourage the work of prisoners.
“Since we have the problem of the situation of amendments [que tomam parte do Orçamento da União]at least we are trying to work so that they come in line with what the ministry is planning.”
“So anything that comes from amendments in the sense of, supporting the actions of police officers, psychological support for police officers, providing personal protective equipment to police officers, encouraging the work of the arrested person, all of this is very welcome” , it says.
Conversations with parliamentarians also seek to prevent resources from being sent to policies that are “absolutely foreign” to the ministry’s priorities, he adds. “Firstly because it will be implemented in a fragmented way”, he explains.
“Let’s assume that I have a hundred amendments, each one proposing a specific public policy. For each of them I have to make an agreement. This means that if I am going to have to put all the bureaucracy that I would dedicate to the public policy function of the ministry in the service of implementing the amendments”, he adds. “And implementing public policies that do not necessarily dialogue with the ministry’s public policies.”
