An anonymous complaint sent to the Civil Police stated that “disguised Indians” would carry out a “break-down” two days before the attack, on December 10, 2022.
The report reinforces the evidence that that year’s attack had been planned by coup plotters — and not a consequence of , as alleged at the time.
On that December 12th, Bolsonaro supporters vandalized the central area of the city. The group broke lampposts, scattered gas cylinders, surrounded the hotel where Lula was staying, burned cars and buses and almost threw one of the vehicles off an overpass.
The anonymous complaint dated December 8 said that “disguised Indians” were leaving Paraná heading to Brasília in several buses to cause a “break-up” on the 10th. One of the drivers even saw firearms in the passengers’ luggage.
“According to the complaint, several buses would be leaving the city of Cascavel (PR) and region, for an alleged demonstration by supporters of President Jair Bolsonaro in Brasília. Such a demonstration would take place on Saturday 10/12/2022”, said an excerpt from the document made by Civil Police.
“Also according to the complainant, the passengers on the aforementioned buses were ‘disguised Indians’ and were coming to Brasília in order to cause a ‘riot’ in the demonstration. Furthermore, one of the bus drivers had seen firearms in passengers’ luggage.”

The anonymous complaint also reinforces the idea that coup plotters wanted to create a scenario of chaos in the federal capital that would force the call of the Armed Forces before Lula’s inauguration.
In WhatsApp accounts linked to retired general Mario Fernandes, former number two of the General Secretariat of the Presidency in the government (), the PF found a call for a “chaotic scenario” in Brasília on that occasion.
The statement shared by WhatsApp said it was necessary to carry out “the largest mobilization in the history of Brazil” on December 10 “so that the chaotic scenario established at national level is impossible to be resolved without calling in the Armed Forces.”
The message also instructed people to forward the call individually and delete it later: “After sending this message and making sure that people have received it, delete it. So that it is not registered on any WhatsApp.”
The fact that Bolsonaro and Fernandes were indicted for an attempted coup does not explain why the act of December 10, 2022 was thwarted.
Lula was from 2022 — at the request of the PT campaign in the face of coup protests in front of barracks. The attempted invasion by the PF occurred hours after the ceremony.
Based on the anonymous complaint from 2022, a document was created by the Police Intelligence Division of the Civil Police. The registration was obtained by Sheet in 2023. On that occasion, the report contacted the Civil Police and the two police forces to which the report would have been sent, the Federal Highway Police and the DF Military Police.
The DF Civil Police press office confirmed that it had passed on information to the PRF and PMDF intelligence agencies, but said it did not know the content given the secrecy of the document.
“Information regarding police intelligence actions is restricted to intelligence agencies, the Judiciary and the Public Prosecutor’s Office. Not even ascom’s information systems [assessoria de comunicação] access the content of these investigative procedures”, he said.
“We also remember that anonymous reports are an important tool for combating crime, and we encourage the population to continue collaborating with the Civil Police through the channels available for this purpose.”
At the time, the report contacted the press office of the DF Military Police to find out if the complaint had been received and if any action had been taken. There was no response.
Through the LAI (Access to Information Law), the PRF stated that the information was received on December 8, 2022, “processed and used to support the decision-making process of the PRF managers at the time”, in accordance with the intelligence doctrine.
The PRF added that 245 buses were inspected between the 8th and 10th in the states that are part of the route between Cascavel (PR) and Brasília, 31 in Paraná, 41 in São Paulo, 73 in Minas Gerais, 91 in Goiás and 9 in DF.
The PF’s final report that indicted the former president and 36 other people for a coup d’état was sent to the PGR (Attorney General’s Office) at the end of 2024. The expectation is that the PGR will decide, later this year, whether to denounce investigated or not.
