and they are the center parties with the most favorable orientations to the government in votes in the National Congress. This is what a report from the consultancy Ethics Intelligence Politics for the year 2024 indicates.
The survey shows that the MDB had 90% of guidelines in favor of the government in the Chamber and 80% in the Senate. In the PSD, the index was 81% and 80%, respectively. The two parties are coveted by Lula for a possible alliance in the 2026 election.

With only one senator, the PSDB did not have government guidance in the Senate. In the Chamber, the party’s federation with Cidadania had 81% alignment with the government, including contributing to the approval of the dehydrated spending package in December.
On the left, PSB and PDT surpass a 90% tendency in favor of the government in the Chamber. In the Senate, the PT also surpasses this index, while PDT and PSB are at 60% and 70% respectively.
“The data also demonstrated a decline in the alignment of the federation/Network, which reveals possible discontent on the more radical left with the government’s new policies in the economic and fiscal area”, says the consultancy. With 63% pro-government orientations, these parties criticized, in the Chamber, the measures proposed by the Minister of Finance, Fernando Haddad, in fiscal adjustment.
The consultancy predicts more protagonism for the Senate with the arrival of Davi Alcolumbre (União-AP), seen as more firm in negotiations, while, in the Chamber, the expectation is for the conflict with other powers to cool down under the leadership of Hugo Motta (Republicanos- BP).
