Haddad presents 25 priorities for the government’s economic agenda until 2026

The Minister of Finance, Fernando Haddad, presented during a ministerial meeting with President Luiz Inácio Lula da Silva (PT) a list of 25 priorities for the government’s economic agenda for 2025 and 2026.

Among the measures presented are the regulation of tax reform and the expansion of Income Tax exemption for those earning up to R$5,000.

Check out the list:

  1. Strengthen the fiscal framework, to ensure the expansion of the Gross Domestic Product (GDP), reduce unemployment and keep inflation low and stabilize public debt;
  2. Start implementing the tax reform on consumption;
  3. Regulating tax reform: management and administration law for Goods and Services Tax (IBS), funds and selective tax;
  4. Reform on income with exemption for those earning up to R$5,000 and taxation on millionaires;
  5. Limitation of super salaries;
  6. Military pension reform;
  7. Tax and customs compliance bill, valuing good taxpayers and holding persistent debtors accountable;
  8. New Bankruptcy Law;
  9. Strengthening protection for investors in the capital market;
  10. Legal consolidation of financial market infrastructures;
  11. Bank resolution;
  12. Credit market: extrajudicial execution, E-social consignment, use of electronic payments as collateral for companies and expansion of guarantees in credit operations (open asset)
  13. Economic regulation of big techs;
  14. Modernization of the legal framework for medicine prices;
  15. Nest egg: permission for the student to invest in savings or Treasury bonds;
  16. Modernization of the concession and permission regime for the provision of public services and public-private partnerships;
  17. New issuance of sustainable bonds to bring resources from the climate fund;
  18. Advancement in the implementation of the carbon market, with governance and regulatory decree;
  19. New Ecoinvest auctions;
  20. Public procurement with national content program of technological challenges for ecological transformation;
  21. Structuring the International Forest Fund;
  22. Conclusion of the Brazilian sustainable taxonomy;
  23. Datacenter attraction policy and legal framework for artificial intelligence;
  24. Safra and Renovagro Plan: improvement of sustainability criteria;
  25. Complete the map and sustainable investments in BIP (Investment Platform for Ecological transformation in Brazil).
