TikTok removes fake video about Haddad after AGU notification

The organization notified the social network about a video created with AI in which the finance minister states that there would be a “taxation of the poor”

O removed, on the morning of this Tuesday (21.jan.2025), a created with the help of AI (artificial intelligence) that showed the Minister of Finance, stating that there would be a “taxation of the poor” with the consent of the President of the Republic, (PT).

The removal occurred after notification sent on Monday night (Jan. 20), by (General Attorney’s Office of the Union). Here is the document (PDF — 197 kB).

In the decision, the AGU states that the post, made by a user of the platform, is disinformation, as it broadcasts a video manipulated with the help of AI that presents untrue facts and seeks to confuse the public about the Finance Minister’s position on matters of public interest, without its effective manifestation.

The Union’s lawyers also argued that the post is misleading and fraudulent. “Analysis of the material highlights the falsity of the information through noticeable changes in lip movement and discrepancies in voice timbre, typical of content forged with the use of generative artificial intelligence”, says an excerpt from the notification.

The AGU also said that the publication acquired greater gravity because it had already been taken down previously, but was reposted by the same user. In addition to being misleading and fraudulent, according to the agency, the videos violate the right to information, provided for in and go beyond the limits of freedom of expression.

The notification also highlighted that the post contradicts their own “Terms of Use” on the platform, which have specific topics related to “Misinformation” e “Edited media and AI-generated content”.

Finally, AGU requested that, if the deletion of the content was not accepted, the video be marked with the following message: “The video was generated by artificial intelligence – altered or synthetic content”.

META HAS ALREADY FULFILLED A SIMILAR REQUEST

This was not the first time that the AGU requested the removal of a video created with the help of AI about the Minister of Finance. On Friday (January 10), AGU to Meta, the company that owns Facebook and Instagram, the deletion of a doctored video in which Fernando Haddad allegedly said he would create new taxes on pets, prenatalbets e Pix.

The content shared was entirely fake and produced with AI. The agency gave a deadline of 24 hours, starting on Thursday (9th January), to remove the video. In the notification, AGU claimed that the deletion was necessary, as the material could “confusing the public about the position of the Minister of Finance on matters of public interest“.
