The federal deputy (União-SP) filed a request from the president (PT) and the ministers (Education) and (Finance) for the payment of resources without Congress having approved the budget allocation for the initiative.
The program provides for the payment of a monthly scholarship of R$200 to students from Bolsa Família beneficiary families to remain in school. It also creates a savings account with annual deposits of R$1,000, the total amount of which can only be withdrawn at the end of high school.
In the request, the parliamentarian states that, despite there being no specific budgetary allocation for the Nest Egg in the 2024 Annual Budget Law, the program would have benefited at least 3.9 million people, with an annual investment of R$12 .5 billion, according to information on the .
“It is worth mentioning that some of these payments were made in the week in which the 2024 municipal election took place, which may show that the intention of such payments was to influence the election in order to favor candidates supported by the federal government”, says the document.
The deputy cites a note from Conof (Budget Consultancy and Financial Inspection) of the Chamber of Deputies which says that the way in which the budget movement and payment for the program were carried out would have occurred through an extra-budgetary maneuver to allocate public resources, “with sensitive consequences on the budget and the set of fiscal rules.”
The government would have created a private fund, Fipem (Fund for Costing and Management of Savings for Permanence and School Completion for High School Students), to operationalize and manage the expenses of Pé-de-Meia, in an initiative that was not approved. through the appropriate budgetary legislative process and which was not authorized by Congress, says Kataguiri.
In the request, he asks for information about who is paying for the program’s operation, questions whether the Union is transferring amounts directly to the fund and where the resources came from, among other points.
Kataguiri states that the conduct of Lula, Camilo and Haddad would be classified as a crime of responsibility and asks that the complaint be admitted by the Chamber. It also requests that the TCU (Federal Audit Court) present a copy of processes, procedures, opinions, studies, audits or any other information that contains elements relating to possible irregularities in the execution of the program.
Furthermore, it wants Banco do Brasil, Caixa Econômica Federal and BNDES (National Bank for Economic and Social Development) to report amounts received or advanced relating to the execution of the Nest Egg.
