António Gandra D’Almeida’s illegal accumulation of functions was included in the CReSAP report, which considered him suitable for the position of executive director of the SNS. Ana Paula Martins was aware of the situation, but would have ignored it.
Antonio Gandra D’Almeida He resigned, last Friday, from his position as executive director of the SUS, after the SIC caused controversy over an Army lieutenant colonel.
SIC reported that, for more than two years, the former executive director of the SNS combined the functions of director of INEM do Norte with those of duty doctor in the emergency rooms of Faro and Portimão. Furthermore, Gandra D’Almeida also worked at Hospital de Gaia, from 2015 to 2022. The law says that this accumulation is incompatible.
According to , Gandra d’Almeida – who directed INEM do Norte from November 2021 to January 31, 2024 – would have received from that entity a authorization to accumulate functions “of a private nature” and “without remuneration” – which did not occur.
The morning newspaper clarifies that Gandra D’Almeida’s history of accumulation of roles was included in the curriculum and skills assessment reportwritten by the Recruitment and Selection Commission for Public Administration (CReSAP), which considered him “suitable” for that position. The minister of health Ana Paula Martins would have known and ignored the situation.
Still, according to the CM, the former executive director of the SNS only mentioned to CReSAP his duties as General Surgery doctor at Hospital de Gaia, since 2015 and until 2022 (when he was already allegedly prevented from doing so by law), omitting work in the Algarve.
The same newspaper says that António Gandra D’Almeida received almost 300 thousand euros, for shifts carried out in public hospitals in Faro and Portimão, through a company he created with his wife and of which he was manager. The lieutenant colonel risks a criminal proceedings and being forced to return money.
The CM contacted Ana Paula Martins’ office, but the minister did not speak.
Also the Prime Minister Luís Montenegro has refused to address the topichighlighting that the Executive “is only responsible for nominating a new name for the position, and that the matter is being discussed with the Minister of Health”.
