The investigation that resulted in the arrest of a parliamentary advisor with R$1.1 million in Pará investigates the alleged payment of bribes in tenders in the state, targeting a company that signed contracts with city halls that exceed R$24 million in federal resources.
One of the two men detained in the act in Belém was an advisor to Antônio Doido (-PA), an ally of the governor of Pará, Helder Barbalho (MDB).
Jacob Aarão Serruya Neto, the congressman’s advisor, and Wandson de Paula Silva were arrested in the act last Friday (17) on suspicion of embezzlement, fraud and money laundering.
When contacted, federal deputy Antônio Doido did not respond to the report – he fired his advisor on Sunday (19), two days after the arrest. The defenses of Jacob Aarão and Wandson de Paula did not want to comment.
The investigation was initiated following an anonymous complaint sent to the Federal Police on Thursday (16). The whistleblower reported that an amount in excess of R$1 million would be withdrawn from the account of the company AC Silva Comércio to pay bribes to public servants. The hours of operation and the address of the bank branch were also informed.
The company, established in October 2020, has as its main activity the sale of food products and has 34 other secondary activities. His only partner is registered as an employee of another firm in the food sector with a salary of R$1,700, a fact that caught the attention of investigators.
The investigation also found that the company AC Silva participated in 57 tenders since its foundation. In 2021, it won 33 municipal bids, according to information from the Municipal Court of Auditors. Part of the contracts had federal resources as their main source.
In the initial representation, the PF reported that it received information that Wandson would make a million-dollar withdrawal from a bank branch in Belém, which would be passed on to Jacob. The money was received in a reserved room inside the bank branch and placed in a backpack.
At the scene, the police discovered that the amount had been transferred and arrested the two. PF agents seized R$1 million in plastic bags and another R$100,000 inside the vehicle that Wandson was using. Two vehicles were seized, including an armored vehicle.
In the investigators’ assessment, the withdrawal of a high value in cash is an indication of money laundering, and the corruption “was configured when the commercial representative of a company, involved in several tenders with public bodies, passed the money” to the advisor , a public servant.
Interrogated at the PF headquarters in Pará, Jacob Aarão and Wandson de Paula decided to remain silent.
The two were released on Saturday (18) by decision of the Federal Court in Pará, which determined the imposition of precautionary measures, such as monthly attendance at the forum and prohibition on being absent from Belém without prior authorization from the Court.
Now, the PF investigations must map the contracts signed by AC Silva Comércio and analyze the exchange of messages between the suspects after judicial authorization.
