The (Comptroller General of the Union) opened administrative liability proceedings against three companies to investigate possible violations of anti-corruption and bidding laws, amid suspicions that they were part of the same economic group and participated in bids to simulate competition.
The cases were opened this Thursday (23) against the companies R7 Facilities, Defender Conservation and Cleaning and GSI Serviços Especializados.
showed that a group of companies related to each other and operating in the outsourcing of services in Brasília registered an increase in the value of contracts with the Executive after the largest of them became controlled by “oranges”.
According to the newspaper, six companies linked to R7 Facilities saw an increase in contracting values during the government of Jair Bolsonaro (PL), going from R$190.3 million in 2021 to R$606.3 million in 2022. During the Lula government ( PT), until March last year, contracts totaling R$683 million had already been signed or renewed.
The CGU indicates that possible illegal acts committed by companies would have occurred when contracting outsourced services signed with federal public administration bodies. There is suspicion of the probable use of statements with false content and possible combination in bidding, as well as the possible use of oranges in the companies’ corporate structure.
The Comptroller’s Office says that companies are subject to an administrative accountability process, which could result in a monetary sanction of 0.1% to 20% of gross revenue in 2024 and also in an extraordinary publication informing the public about the conviction, in addition to restrictions on contract with the public administration.
Now, companies will have a deadline to present their defenses and, at the end, the process will be judged by the CGU minister.
