The behind-the-scenes negotiations for the formation of the new leadership include a clash for one of the vacancies between , the third largest party in the House, and Podemos, an acronym that has just 14 deputies.
On February 1st, the Chamber meets for the probable election of (-PB) for the presidency, replacing (-AL). In addition to this post, six others in the so-called Bureau will be renewed — two vice-presidencies and four secretariats.
With the Republicans in the presidency, the first vice position will go to the opposition PL, the largest party in the Chamber, with 93 of the 513 seats, in the figure of the current leader of the bench, Altineu Côrtes (RJ).
The second vice-president could go to the PP de Lira (fourth largest group, with 50 deputies), being the most popular so far, the son of also deputy Eduardo da Fonte (PP-PE).
The First Secretariat, which is a kind of “mayor of the Chamber”, responsible for most of the administrative functions of the House, will belong to Lula’s PT, which has the second largest contingent of deputies, 67. (PE).
The other three secretariats (second, third and fourth) should be occupied, if the bench size criteria were followed, by União Brasil (59 deputies), and the last two with 44 seats each.
It turns out that , a party that has far fewer deputies, just 14, is seeking one of these vacancies, but which has .
União Brasil tried until the last moment to maintain the candidacy for the presidency of the Chamber of the leader of the bench, (BA), who only withdrew in November.
“We were one of the first to support [Hugo]we will have the 3rd or 4th secretary of the Board. Agreement with Hugo, Arthur [Lira] and Republicans”, said the president of Podemos, deputy Renata Abreu (SP).
A Sheet He looked for Elmar, but was unable to contact him.
Members of União Brasil say they rule out the hypothesis that the party will be left out of the Board and that they are even asking for a position above the secretariats, the second vice-presidency, which is currently occupied by the PL, but which would have been promised to the PP. In this scenario, according to reports, Elmar would be chosen to occupy second vice.
Parliamentarians from União Brasil said that the party will demand participation in the Board regardless of agreements signed by Hugo Motta or Lira. The report sought out the two parliamentarians, but there was no response.
In the Republicans, the assessment is that, despite the promise to Podemos, it will be difficult to exclude União Brasil from the Table.
One of the solutions is the negotiation of other prominent functions, such as the presidency of the CCJ (Constitution and Justice Commission), the main one in the House.
An ally of Hugo Motta claims that there is still no conclusion to these negotiations, but says that, no matter how much Podemos displeases, it is unlikely that the biggest parties will be left out of the Table.
In this politician’s assessment, the biggest impasse to be resolved by the Republican deputy is the report on the Union Budget, which would have been promised to the MDB last year. This is because União Brasil is also targeting this vacancy and, according to party members, they would have the deputy’s commitment in relation to this.
In addition to gaining political prestige, those occupying positions on the Board are responsible for certain administrative issues — such as the management of functional properties or the issuance of diplomatic passports — and are entitled to more positions and funds.
