Congress has 55 Lula vetoes to analyze after recess; know what they are

After the end of the parliamentary recess, on February 1st, the Congress will have 55 vetoes from the president of the Republic, Luiz Inácio Lula da Silva (PT), for analysis.

According to the Senate, the number is the biggest since 2018and exceeds the sum of those analyzed between 2023 and 2024.

Some of the vetoes include points from tax reformsuch as the one that establishes the Tax on Goods and Services (IBS), the Selective Tax (IS) and the Social Contribution on Goods and Services (CBS), and the .

Other topics, such as the national registry of domestic animals, rules for granting the Continuous Payment Benefit (BPC) and the Bolsa Família, in addition to compensation and pensions for victims of the Zika Virus, will also be on the agenda.

Of the 50 that will be analyzed, only seven of the vetoes are “total” — that is, they were completely overturned by the head of the Executive:

  • Classification of Type 1 Diabetes as a disability
  • Compensation and pension for Zika Virus victims
  • Exemption from periodic reevaluation for retirees due to permanent disability
  • Mandatory cleaning of sand from courts and parks
  • Extension of rural financing in municipalities in emergency
  • Use of the culture voucher for sporting activities
  • IPI exemption on furniture and appliances for disaster victims

The other 50 have partial vetoes, like the , which had the largest number: there are 397 devices in total.

A Budget Guidelines Law (LDO) of 2025 — which annually organizes the budgets of the Executive, Legislative, Judiciary, state and local authorities — appears soon after, with 164.

How does the presidential veto work?

After the approval of a bill, the President of the Republic has 15 days to sanction or veto it.

The proposal can be partially or totally vetoed by the Executive Branch. In either case, it returns for analysis in Congress.

The texts are then analyzed in a joint session, called by the president of the Senate.

It is necessary to absolute majority of votes for the veto to be overturnedwhich is equivalent to 257 votes from deputies and 41 from senators, which are counted separately. If the number is not reached, .
