Eight people linked to the First Capital Command (CCP) were convicted by the attack plan against the senator and former federal judge Sergio Moro (União Brasil-PR), revealed in 2023, in Operation Sequaz. The penalties reach 14 years and nine months in prison.
Judge Sandra Regina Soares, from the 9th Federal Court in Curitiba, states in the sentence that the case was not isolated, but a result of “a continuous and extremely strategic criminal performance” of the CCP. The plan was allegedly designed by the self -enhanced cell “restricted tuning,” which acts as a faction intelligence center.
“It was evidenced in the file that the criminal faction not only planned the kidnapping through extortion treated here, but also conducted previous surveys from other public authorities, demonstrating a recurring and meticulous modus operandi,” says the sentence.
The crime was typified as extortion by kidnapping. The magistrate justified that the plan to kidnap and kill Sergio Moro just not consummated because the Federal Police acted before.
“The initial withdrawal was not voluntary, but the result of external interventions, and the defendants kept their intention to consummate the crime, resuming their criminal actions until they were definitively prevented by the police authorities,” the judge argued.
When the PF launched Operation Sequaz, the climb of Violence of the CCP was on the verge of being triggered. Faction soldiers monitored the steps of the targets and had already rented properties that would probably be used to execute the plan.

According to the investigation, other public agents would also be the target of the faction, such as prosecutor Lincoln Gakiya, who for almost twenty years investigates the CCP, and prison officers. The attacks would involve kidnappings and even murders. The CCP intended to put a coordinated and simultaneous action into practice in different states, pointed out the inquiry.
Janeferson Aparecido Mariano Gomes, the group, the group’s head, was executed in June 2024 at Maurício Henrique Guimarães Pereira, known as P2, in Presidente Venceslau, in the interior of São Paulo.
The faction plan would have been motivated by changes in the rules for detainees visits – Moro banned intimate visits to federal prisons when he was Minister of Justice and Public Security in the Bolsonaro government. As a minister he also coordinated the transfer and isolation of the “heads” of the criminal organization in maximum security prisons.
