The majority of Portuguese people will not be able to afford the “affordable housing” promised with the conversion of rustic land into urban land, experts guarantee. The PT proposal will be accepted and proposes the repeal of the concepts.

The changes in the Legal Regime of Territorial Management Instruments (RJIGT), better known as the “soil law”, promised the construction of affordable housing for the Portuguese, to combat the crisis in the sector.

In short, the law allows city halls to unlock land so that properties can be built for housing at reduced prices. The government promised that the amount would be “moderate”.

However, not only dozens of environmental associations, but also entities such as the National Council for the Environment and Sustainable Development (CNADS) or the Portuguese Association of Urban Planners say that the housing problem will not be solved with this measure.

The architect Nuno Travasso carried out an analysis for , which carries out studies on housing, and concluded that, after all, the price promised by the government “is above market values in all municipalities in the country, except Lisbon and Cascais, being innocuous, if not counterproductive, with regard to reducing housing prices”.

It had already been reported that this law real estate speculation will increase by 95%. This is because, analysts say, the law allows houses to be sold for a value 25% higher than the median per square meter of each municipality, as long as this value is not 225% higher than the national median. In other words, it is permitted, through this law, to sell a property for 125% of the median value of a municipality.

As Expresso denotes, this means that “less than 20% of families” will be able to access so-called “moderate value” housing in Lisbon or Porto.

However, this Tuesday, the Deputy and Cohesion Minister, Castro Almeida, assured that “if 10, 15 or 20% of Portuguese people are able to buy a house” he is already “satisfied”, so the 20% estimate seems to fit the government’s perspective.

Government accepts PS model

This Friday, the PS presented a proposal to change the law, which Manuel Castro Almeida has already guaranteed to what the government will accept it.

“On this specific issue, the availability for dialogue and rapprochement of positions between the Government and the PS was clear in the debate in the parliamentary committee last Tuesday”, assured the minister.

At issue is precisely the revocation of the concept of “moderate value” and the restoration of the principle of “affordable value”, which appeared in the first version of the document, and “housing at controlled costs”.

The PS still wants reduce the deadline to 3 years to carry out urbanization works, taking into account that the land law responds to an urgent situation. The term currently envisaged is five years, but can be extended up to seven.
