TCM questions city hall about the end of the Copinha – 01/23/2025 – Daily

The Municipal Audit Court (TCM) issued an order this Thursday (23) questioning the city hall about the authorization for the final of the São Paulo Junior Football Cup, Copinha, to take place in Pacaembu, marking the reopening of the stadium with a classic between São Paulo and Corinthians.

The order comes in response to a complaint made by councilor and urban planner Nabil Bonduki (PT), who requested an investigation into possible irregularities in the temporary permit granted by the city hall for the game to take place at the stadium on Saturday (25), the city’s anniversary.

At least until the end of this Thursday afternoon (23), Pacaembu does not have an approved security permit from the Military Police, as required by the regulations of the São Paulo Football Federation (FPF). In the order from counselor João Antônio, the TCM points out that the temporary event permit issued by the Municipal Department of Urban Planning (SMUL) refers “exclusively to municipal legislation and the relevant state and federal legislation must also be observed”.

“I alert the Municipality of São Paulo and SMUL to the need for strict compliance with the rules applicable to the matter, under penalty of liability in the event of damage to public property and the people involved in the event”, wrote the counselor.

The ordinance, available on the FPF website and cited in the entity’s general competition regulations (RGC), includes the operating license as a mandatory document for obtaining three of the four mandatory reports in games with more than 10 thousand spectators.

In the report, the Ministry of Sports said that a temporary event license, like the one Pacaembu has, does not replace the operating license, and that for this reason the FPF can be punished. “The organizer of the event, FPF, may suffer administrative sanctions for allowing the football match to take place in a stadium that does not yet have the legal documents necessary for the safety of fans,” he stated.

In the dispatch to the city hall, João Antonio issued an alert (using bold in this word) questioning the Ricardo Nunes management whether, among other things, the event promoter complied with the general guidelines on measures to prevent and combat fires and disasters in establishments, including informing on the existence of an inspection by the Fire Department that certifies the compliance of the environment for the said event.

He also questions whether “the contract manager accepted the inspections carried out that culminated in the issuance of the inspection completion report”. The city hall published a new inspection report on Tuesday (21) on its active transparency website, but classified as confidential.

In the same document, João Antônio asks whether the FPF approved the Pacaembu stadium after analyzing the technical reports and inspection reports. The entity is chaired by Reinaldo Carneiro Bastos, uncle of one of the dealership’s partners and directors, Rafael Carneiro Bastos.

The event permit, which is valid only for the Copinha final, considers that the game is not high risk because it will only have a seated audience and does not involve groups with a history of conflicts. All documentation considers that the Pacaembu reopening classic is not a “major sporting event”. Due to these interpretations, the permit is not for a high-risk event, which would require new documents.
