The delay in the vote meant that the government committed this year only R$60 million of the R$1 billion planned for , the 30th United Nations Conference on Climate Change, which will be held in November in Belém (PA).
In the 2025 LOA (Annual Budget Law) project, the government sent a forecast of almost R$1.016 billion for organizing and holding COP30. This amount is concentrated in the Presidency of the Republic, to which R$903.9 million of the total was allocated — the numbers may still change during the Budget negotiation.
The expectation was that the government would vote on the LOA at the end of last year, so that it could use the 2025 Budget without any restrictions. However, following decisions by the minister (STF) and the need to approve the minister’s (Finance) spending package, the .
As a result, the twelfth rule came into force, released each month and calculated on the total cost of the agency’s discretionary expenses. As a result, the Presidency committed R$60 million to the COP30 action.
Asked whether there would be a risk to holding the conference due to the Budget delay, the Civil House reported that the discretionary expenditure of the Presidency of the Republic in PLOA 2025 is R$ 2.6 billion.
“Under the rule of the twelfth, the Presidency could execute R$216 million each month, guaranteeing R$432 million until February”, he states.
“Thus, we do not see any risks to the staggered execution of expenses for the event, nor to the holding of the COP, since the twelfths meet the planned schedule, even though delays in approving the PLOA beyond February are reasonably unlikely.”
In Congress, the expectation is that the discussion on the PLOA will only be resumed after the elections for the Board of Directors of the Chamber and Senate, scheduled for February 1st.
The rapporteur, Senator Angelo Coronel (PSD-BA), must meet with the new presidents to adjust both the government’s investment priorities and to adapt the project to the rules on amendments defined by Dino, to prevent the Budget from being approved and, subsequently, there is a decision that could compromise resources.
