Flávio Dino releases amendments to 3 NGOs with CGU inspection in resources

The minister Flávio Dinodo Supreme Federal Court (STF)released on Saturday (25) the transfer of parliamentary amendments to three of the 13 NGOs that had been prevented from receiving the amounts because they did not meet Transparency Standards.

The Euclides da Cunha Foundation for Institutional Support at the Fluminense Federal University (FEC), the Besouro Institute of Social Development and Research and the Brotherhood of the Santa Casa de Misericódia de Sorocaba.

The entities had been cited in a report by the Union Comptroller General (CGU) on non-governmental organizations and third sector entities that, according to CGU, do not adopt adequate transparency mechanisms or do not disclose information on the application of parliamentary amendments funds .

Dino released the money after the Union Comptroller’s own Comptroller report that the entities have promoted adjustments and now comply with the requirements to receive the resources.

CGU has concluded that the entities “make available easily accessible transparency page, present information on parliamentary amendments to them and therefore comply with the transparency requirements”.

The minister maintained the order for the Comptroller General of the Union to monitor the application of resources, through audits. Dino argued that monitoring is necessary to “reinforce the preventive dimension of the sequence of decisions in the structural processes related to the execution of parliamentary amendments” and “definitely (or not) any remaining questions about entities”.

It is the minister’s second decision that released the previously suspended transfers. On the 14th, Dino approved the data sent by the Brazilian Union of Education and Assistance (UBEA).
