The fight against corruption was, admittedly, one of the Government’s top priorities, but Luís Montenegro continues to not comment on the suspicious dealings of Secretary of State Hernâni Dias. What does this silence reveal?

The Secretary of State for Local Administration and Spatial Planning, Hernâni Diasis at the center of a controversy due to the creation of companies in the real estate sector, after taking office in the Government. Although the situation is not illegal, it raises doubts about conflicts of interest, considering that Hernâni Dias oversees a department that influences company business.

The association considers that the powers to change land use “are illegitimate, because they seriously harm territorial planning” and constitute “a predictable basis for corruption, as they encourage the promiscuity between mayorspolitical parties and real estate speculators”. This is because the final permission for construction on the respective land will always be from the city councils.
