Motta was born in João Pessoa, on September 11, 1989. Of Jewish origin, David Samuel Alcolumbre Tobelem was born on June 19, 1977 in Macapá.

He assumed his first political position in 2001 as councilor of the capital of Amapaense, at 24. At the time, it was affiliated with the PDT.
