In recent months, the Federal has opened procedures for sent to the municipalities of at least 400 municipalities and the governments of three states.
The justification is that these amendments – known by the low transparency and the lack of need to point out the area in which money is applied – would favor “the practice of acts of corruption and the inappropriate use of public resources”.
Hundreds of ordinances published between September 2024 and January this year announce the monitoring of resources that were sent to cities throughout Brazil, in addition to the states of Rio de Janeiro, Maranhão and Roraima.
In addition to these 400 municipalities, there are also broader ordinances published by the units of the Federal Public Prosecution Service in Espírito Santo, Pará and Piauí. They only mention that all municipalities of these states that received PIX amendments will be analyzed.
The number of monitored cities should increase, as the technical area of PGR (Attorney General of the Republic) points out that more than 4,000 municipalities received these amendments. Last year, R $ 7.6 billion of the budget was available for this transfer modality.
One of the cases under the scrutiny of the Attorney’s Office, for example, is Normandy (RR), a municipality of 14 thousand inhabitants that received Pix amendments in the amount of $ 11 million. The ordinance that installs the procedure on the city was published on December 9th.
At least one civil inquiry on suspicion of diversion of public money from PIX amendment has already been opened by the Federal Prosecutor from this monitoring.
The investigation deals with a Pix amendment of R $ 1 million sent by Deputy Baleia Rossi, national president of, to the city of Casa Branca (SP). The parliamentarian is not investigated and, sought, said he is favorable to the suspicion calculation.
The money arrived in the city on July 4 and was fully transferred to a painting company, allegedly for payment of labor and material to maintain three municipal schools.
The Attorney’s Office is investigating suspicions of administrative misconduct related to acts of illicit enrichment and injury to public coffers.
Whale Rossi stated that he always defended publicly and voted in favor of greater transparency in amendments of all kinds.
“If, in this specific case of the White House, a problem was identified in the execution of the amendment by the city, we will charge that it is properly investigated and those responsible for any misappropriate, punished,” said the emedebista.
“I believe in the importance of amendments to bring works to the cities. We cannot let a specific case compromise the credibility of the others.”
Also sought, the mayor of Casa Branca, Antonio Eduardo Marçon Nogueira, known as Duzão (PSD), did not speak.
The monitoring of pix amendments across the country began from a letter issued by the 5th CCR (Coordination and Review Chamber) of the Federal Prosecutor, responsible for standardizing the fight against corruption in the country, which recommended the action.

The intention of the 5th CCR, which is coordinated by the Deputy Attorney General of the Republic Alexandre Keyboard, is that procedures are opened on all pix amendments transferred to municipalities and states.
One of the arguments of the craft is that the municipalities must follow the determinations of the Minister of (Supreme Court) about the need for transparency and traceability in transfers.
This decision is from early August. Even before her, the prosecutor was already forming the need to monitor these transfers.
The idea discussed internally was that all amendments needed to be monitored to avoid accusations that prosecutors select the investigated.
In addition, it was defined that the investigations will focus on the first instance. The focus would be on the use made by the municipalities of amendments, not on the federal deputy responsible for the nomination of the money.
The reason for this decision is that federal deputies have a special forum in the Supreme and, therefore, the investigation could not be done at the first instance.
In the procedures, the Public Prosecution Service asks that municipalities and states receiving pix amendments inform data from specific bank accounts open to the movement of resources, in addition to the total amount received and the allocation of money, defining the objects of expenses.
Part of the mayors, however, did not respond to the requests. For these cases, the Public Prosecution Service is studying to accuse managers for the lack of accountability.
PGR members claim that this will be the “second phase” of transparency of the PIX amendments by the prosecutors.
The work of monitoring PIX amendments was also considered by prosecutors as one of the ways to prevent this money from being used irregularly in last year’s municipal elections.
The idea is that the Federal Prosecutor’s Office acts not only reactively the reports of irregular use of public resources, but also preventively.
