Energy theft, popularly known as “cat”, is a crime foreseen in the Penal Code

In 2024, EM theft operations, conducted by collaboration with public safety agencies, resulted in 363 arrests. This number represents a significant increase compared to the previous year, when 219 arrests were recorded. The actions took place in 424 operations, covering 24 municipalities of Greater São Paulo served by Enel, with an average of almost one arrest per day.

The shops were the most impacted, representing 86% of cases of energy theft, followed by industries with 10% and 4% residences. Energy, popularly known as a “cat”, is a crime foreseen in the Penal Code, with penalties ranging from one to eight years in prison.

In addition to the legal consequences, this practice compromises the quality of energy supply, increases costs for consumers and puts lives at risk due to the potential of fatal accidents caused by irregular connections.
