Newly in charge, Senator Eudócia Caldas (-Al) presented a bill regarding the creation of a regulatory framework for. The project establishes guidelines for the promotion of research and national production, as well as rules for access to the immunizer, which is under development in several countries around the world.
According to the text of the medical parliamentarian, the goal is to create rules for the development and access of cancer vaccines in Brazil, focusing on scientific innovation, universal access and equity in SUS (Unified System).
The text provides for the creation of a National Oncology Research and Innovation Fund (FUNPIO), with the objective of funding research, projects and studies related to the development of the immunizer. The fund would be composed of Union budget resources, contributions from private, public companies and non -governmental organizations and international partnerships in scientific research.
The bill also establishes priority in Cancer via SUS for four groups: patients with a family history of cancer or early diagnosis, patients in cancer treatment, risk populations, including the elderly and people with immunosuppressed conditions and residents of regions with higher index of cancer incidence.
The senator also proposed the creation of a program for encouraging cancer vaccines by the federal government through tax incentives, public-private partnerships and technology transfer and technological training programs aimed at the national pharmaceutical industry.
“The possibility of developing a cancer vaccine represents a historic milestone in medical science and in the fight against one of the most challenging diseases of the century,” says Eudócia in justifying the project.
Also according to the proposal, Anvisa (National Health Surveillance Agency) would have a maximum of 12 months to issue a conclusive opinion on the approval of anticancer vaccines, based on the formal request for registration.
