Conference on construction on rustic soil debated the territorial order in the Algarve

The conference on the rustic soil entitled “The use of rustic buildings for urbanization and building-Decree-Law No. 117/2024” was held last Wednesday with a full room at the Alísios Hotel in Albufeira. Organized by urban planner António Nóbrega, in partnership with Postal do Algarve, Apemip and Aheta, success was notorious, with the space to be maximized to accommodate the growing number of subscribers, “reflecting the enormous interest of society in the analysis of implications of the new diploma ”, according to the organization.

As António Nóbrega told the postcard, after the conference on rustic soil, “the territory theme, its planning and management was essentially addressed, but inevitably, the urbanistic problems felt in the Algarve came to the discussion, in real experiences and conclusions and practices ”. Housing occupied the center of the debate, namely as regards the shortage of accommodation for workers in the region. According to the urban planner, this “drama resulting from the lack of condition in the Algarve” was widely underlined as one of the factors that most condition the local economy, and which may relate to the application of the new decree-law.

In addition to housing and consequences for the tourist sector, other fundamental aspects were also highlighted in territory management, such as water availability and environmental quality, indispensable to economic activity that depends on natural resources and preserved landscapes. The transversality of the subject was clear in different panels, where they have been debated from legal and technical issues, to the planning challenges that imply articulation between public and private entities.

Alongside the exhibition of specialist speakers, the event also had the direct contribution of participants and local entities, resulting in a moment of clarification and exchange of ideas about the future planning of rustic soil. António Nóbrega expressed his thanks to all partners (Postal Jornal do Algarve, and Aheta) and the speakers, whose interventions “were extraordinary and profound, allowing a practical and complete understanding of this matter”.

The urban planner also reveals that the success of the event, patent in the “completely crowded room”, motivated invitations to repeat similar initiatives in other areas of the country, stating that “soil, as a life support, fully justifies the analysis of all the factors involved in it ”, Given the vital importance of territory planning for quality of life and sustainable development of the regions.
