For the former rebel leader, nominated on Wednesday for interim president by the new power in Damascus, Syria sovereignty should remain “under a single authority,” in a war divided by nearly 14 years and that maintains outbreaks of armed violence in north and south of the country.
Ahmed Al-Charaa also argued that it will be necessary to “process criminals who spilled Syrian blood and committed massacres and crimes”, whether they are present at the country or abroad, while committed to “a true transitional justice.”
Almost two months after the deposition of Bashar Al-Assad’s authoritarian regime, the Syrian leader confirmed the holding of a national dialogue conference in the pre-recorded speech that was broadcast on several television channels.
“We will announce in the coming days a commission to prepare the National Dialogue Conference, a direct platform for discussions, to hear different points of view about our next political program,” he said.
Another commission, he continued, will be created to form “a restricted legislative council,” replacing the parliament, which was dissolved on Wednesday.
After these steps, a “constitutional statement” will serve as a “legal reference” during the transitional period, replacing the fundamental law that has been in force since 2012 and also revoked.
The head of state of transition, for an unknown period, returned to the circumstances of his appointment, indicated by the armed Islamite groups who overthrew Assad’s power on December 8.
“Yesterday [quarta-feira]I was assigned the responsibility of the country, after intense consultations with legal experts, to guarantee a political process in accordance with legal rules, in order to obtain the necessary legitimacy, “he said.
The rebels who took control of Syria indicated the factual leader, Ahmed Al-Charaa, to transitional president and in charge of forming an interim legislative council, while dissolving the Armed Forces.

The new Syrian authorities are led by the former Islamite rebel group for the release of the uprising (Hayat Tahrir Al-Sham, HTS), from Al-Charaa, who combined with Turkey-backed armed movements in the lightning offensive that overthrew Assad.
Despite its Islamist origins and with connections prior to terrorist groups, the new Syrian power has sought to reassure the country and the international community, expressing messages of integration of the country’s political and religious diversity.
While trying to consolidate its power and maintain the functional state, deals with the persistence of combat in northern Syria between Turkey -supported forces and groups dominated by the Kurds and the presence of Israeli troops in the south, in violation of the demilitarized zone together from the border between the two countries.
