Counselor Carlos Neves, of the Court of Auditors, participated in at least three judgments related to the City Hall, where his response is a secretary of culture, since she took office in July 2024.
Neves is married to Milu Megale, secretary in the management of the mayor ().
In November 2024, for example, the counselor participated in a session of the First Chamber of TCE-PE that issued, by 3 votes to 0, prior opinion recommending to the City Hall of Recife the approval with caveats of field accounts, related to the financial year 2021.
Survey made by the panel points out that Neves is a rapporteur of at least nine cases about the Recife City Hall at TCE-PE.
One of them was, until Wednesday (29), an infraction notice that investigates the alleged non-compliance with obligations of the Cidade do Recife Culture Foundation in the year 2025. The agency is linked to the Municipal Secretariat of Culture, whose holder is the wife of the counselor.
After the report asking the ECA if the counselor intended to declare himself suspect, the court’s website changed the rapporteur of the case, now in the office of counselor Rodrigo Novaes.
The court said the rapporteur was pending redistribution in the system, but there was already a formal act defining redistribution.
“The rapporteur of the process was modified in the system today [29 de janeiro]but based on the deliberation of an administrative session on January 7. At this meeting, the counselor declared himself prevented to judge the processes of the area of culture, so that they were redistributed, by draw, at that time, to Councilor Rodrigo Novaes, “says the TCE-PE.
In a statement released through TCE-PE, Counselor Carlos Neves says that “he considers himself exempt to judge processes from other areas of the management of the Recife City Hall” and acts independently.
