Senators and deputies choose on Saturday (1st) the next presidents of the legislative houses and the members of the directors. House and Senate votes follow their own rules. Most positions have already been defined by political agreements, but the votes are secret.
In the Senate, the choice of the next president is scheduled for 10am. Voting is made in paper card.
The favorite to the position is the senator Gave it alarthrumb (Union-AP),. Have also announced that Senators Eduardo Girão (Novo-CE), Marcos Pontes (PL-SP), Marcos do Val (Somos) and Soraya Thronicke (Somos) should compete.
Before the vote, each candidate can speak for up to 15 minutes. Senators must mark the vote in a paper ballot, according to the following process:
- Senators are called one at a time at the table to take the banknotes, which were previously set by the current President Rodrigo Pacheco (PSD-MG) and the first vice president of the House, Venetian Senator Vital do Rêgo (MDB-PB);
- In booths, senators mark the vote and place in an envelope, which should be deposited in a ballot box;
- The votes will be cleared by Pacheco, with the help of the 3rd and 4th secretary of the table, the senators, Styvenson Valentim (Somos-RN) and Chico Rodrigues (PSB-RR), respectively, as well as a “scrutinator senator” appointed by each candidate ;
- After the calculation, the registered votes are announced. To be considered elected, the candidate must receive at least 41 votes (absolute majority). If no one reaches this number, the two most voted candidates go to a second round of voting;
- The candidate elected to president takes office immediately and may speak. After the entire voting process, the votes are crushed.
After the president’s election, the Senate will have a second preparatory session to elect the table members: the two vice-presidents, the four secretaries and the four alternates. The deadline for application registration is up to 11am, expected to start the session.
The election will be made by banknot for the positions where there is more than one postulant. For the others, with a single candidacy, it will be made electronically. The votes are secret. For the election of the table members, most votes are required.
Vote in the chamber
The vote in the House of Representatives is scheduled for 16h. In addition to the president, two vice presidents, four secretaries and four alternates will be elected.
Prior to registration of the votes, presidential candidates have ten minutes to speak. Deputies Hugo Motta (Republicans-PB), Pastor Henrique Vieira (PSOL-RJ) and Marcel Van Hattem (Novo-RS) are in the match. Motta is the favorite in the dispute e.
After the candidates’ speech, the president of the house, Arthur Lira (PP-AL), will make a speech and a brief explanation of the voting procedure. The voting process will be opened next.
The vote for the 11 positions is secret and must be registered by the 513 deputies in one of the 12 electronic booths positioned in the Green Hall, outside the plenary. To be elected, the candidate needs the vote of at least 257 deputies (absolute majority).
After the votes for the position of president, the result is proclaimed. There will be a second round of voting if none of the candidates reach the minimum number of votes. In such cases, the new vote will occur before the result is determined for the
Other positions.
After proclamation of the result, the new president will take office and may speak if he wishes. Then the result for the other positions of the table will be announced, following the same rules on a possible second round.
After the result for the other positions are announced, the members will be invited to compose the table and the session will be closed.
