The 1st Deputy Mayor, Altineu Côrtes (PL-RJ), told the CNN This Monday (3) that the parliamentary amendments cannot be criminalized. According to the deputy, the devices are an unenforceable right of deputies and senators.
Last year, Côrtes presented one that transforms commission amendments into individual amendments, that is, with the possibility of direct indication of resources by the deputy or senator.
“The parliamentary amendment arrives at the tip of the cities. This is unenforceable. It is a parliamentary right. Now, What cannot be done is to criminalize the issue of amendments. Therefore, I presented this PEC, which makes it mandatory, imposing, would increase the value of the amendments of deputies to serve their municipalities and states. This value, we are treating something around $ 9 billion, ”said the deputy.
Côrtes then made a correlation between the amendments and the cost that an increase in the basic interest rate has for the country.
“When the government does not cut spending, when the economy has no credibility, inflation comes. The Central Bank has to increase the interest rate. Do you know how much, for the Brazilian citizen, 1% of the increase in the interest rate? R $ 100 billion, approximately, that Brazil spends to roll its debt. We are talking about $ 10 billion amendments to the municipalities, ”he argued.
Côrtes stated that he was in accordance with the demands made by Minister Flávio Dino of the Supreme Federal Court (STF), for more transparency in the mechanism of parliamentary amendments.
“Another thing I agree with Minister Flávio Dino: total and absolute transparency in amendments. It is not because it is different, ”he said.
The parliamentarian also evaluated the possibility of continuing his PEC, if there is no understanding on the subject.
“If necessary, if you do not have an understanding in the issue of amendments, we can go with PEC to make these amendments imposing, so that municipalities do not lose these resources,” said Côrtes.
Asked about the possibility of, in presenting this PEC, tensioning the relationship between Legislative and Judiciary, Côrtes stated that a reasonable understanding of the topic is to “sit at the table and dialogue with Minister Dino, to meet all the minister’s concerns regarding to transparency, security ”.
“It is inadmissible for a parliamentary amendment to be placed in a municipality and has, in its execution, a corruption. The parliamentarian has to be punished exemplarily. The minister [Flávio Dino] It is right in this, but we cannot criminalize parliamentary amendments, ”he concluded.
