The joint and Niterói to host the 2031 Pan American Games served to expand the mayor’s advance on state topics, aiming at 2026.
During the confirmation of the postulation, Paes announced as a possible legacy of the event, if the candidacy is successful, the construction of the subway line 3 linking Rio, Niterói and São Gonçalo, third largest electoral college in the state and without direct connection with Pan. Mayor also included in promise until 2031.
Without representative at the COB (Olympic Committee of Brazil) Assembly last Wednesday (29), members of management () saw ads as an attempt to capitalize projects played by the Guanabara Palace.
The State Department of Transportation has started studies to plan the implementation of Metro line 3. A bid was canceled last year after irregularities pointed out by the State Court of Auditors (ECA) and another will be launched.
Line 3 was the subject of debate between Paes and President Lula last week, without the presence of Castro, according to Niterói Mayor Rodrigo Neves (PDT), paes ally and Castro’s opponent in 2022 with support from the PSD.

“When a request for police forces comes to give the police forces security in an area where they have a thirst, I found something kind of Kafkanian,” said the mayor.
Paes was criticized by the Secretary of Civil Police, delegate Felipe Curi. He classified the mayor’s performance as a “political-election” and said he was planning an on-site operation. “If it was concerned about public safety, the city would have sought the security forces to act in an integrated manner, aiming at the good of the population.”
On Friday (31), Paes returned to the theme of security to praise the police operation in the Israel Complex. He also commented on the project of Vitória-Rio railroad (EF-118) and said he will fight with President Lula the construction of the South section, which passes through the metropolitan and interior region of the state.
The mayor continues to deny his intention to run for Guanabara Palace, as he promised during last year’s campaign. Allies, however, see as a matter of time the public change of their position on the subject.
