The PF detected irregularities in contracts signed between the government of Goiás, in the management of Perillo, and an NGO that subcontractor companies related to politicians and administrators of the social organization itself.

The NGO was responsible for managing two state hospitals that are a reference for emergency care by SUS (Unified Health System) in the state.
From the analyzes, it was found that the organization adopted, as modus operandi, the widespread outsourcing of activities, establishing contracts with generic objects, without definition of quantitative and specifications of the services to be provided.
According to CGU, this favored payments without proper measurement, as observed in the invoices and other documents extracted from the accountability system.
Contracts with similar objects were also signed, indicating the overlap of hiring and waste of public resources.
According to the CGU, the deviations of public resources for financing these services have had negative effects on the quality of health care of the vulnerable portion of the population.
The investigated social organization received more than R $ 900 million in resources from SUS through contracts with the state of Goiás.
In addition to the diversion of resources, in a possible crime of embezzlement, crimes of active and passive corruption, criminal organization and capital washing are also investigated. The sum of the maximum penalties combined with the respective crimes may exceed 40 years.
