The average housing cost in Portugal is strongly influenced by high prices practiced in only 53 municipalities. This means that, in the vast majority of the national territory – more precisely in 250 of the 303 municipalities analyzed – it is still possible to buy a house with 100 m² for less than 170,000 euros. In certain places, it is still possible to buy home for less than 30,000 €.
The cheapest municipalities to acquire housing are mostly in the interior of the country. According to the idealist portal, cited by the website, Pampilhosa da Serra, in the Coimbra district, stands out as the municipality with the most affordable price in the country, with a median value of 220 euros/m² in the 12 months that ended in September 2024 .
Mação, in the district of Santarém, occupies second place on this list, presenting an average price of 243 euros/m². Following are in the district of Bragança and Figueira de Castelo Rodrigo, in Guarda, both with a cost of 250 euros/m². In these municipalities, it is possible to acquire a 100 m² housing for a value of less than 25,000 euros.
The 10 most economical municipalities to buy home in Portugal have all average values below 300 euros/m². In addition to those already mentioned, also ovens of Algodres and Santa Cruz da Graciosa are at this level, as indicated by data from the National Institute of Statistics (INE).
In contrast, the most expensive municipalities show a significant disparity in the prices practiced. All 10 most expensive municipalities recorded a median cost of over 2,750 euros/m², which means that the purchase of a 100 m² housing implied at least an investment of 275,000 euros last year.
As expected, the highest prices municipalities are located mainly in the districts of Lisbon, Porto and Faro. The capital leads the ranking, presenting an average value of 4,252 euros/m², followed by Cascais, with 4,023 euros/m², and lakes, in the Algarve, where the average was set at 3,389 euros/m².
The Algarve region dominates the list of the most expensive municipalities, represented by six municipalities. Then appear the territories of the Lisbon district, with three municipalities in the ranking. The city of Porto is the only representative of the north of the country in this group, occupying the seventh position at a median cost of 2,940 euros/m².
These differences reflect not only the location and demand for housing, but also the dynamics of the real estate market in each region. While some areas of the country offer accessible opportunities for home acquisition, others continue to be highly valued, especially due to tourism and economic attractiveness.
With the increase in housing cost in large urban centers, some families and investors begin to consider interior municipalities as viable alternatives. Despite the lower supply of services and infrastructures, significantly lower prices make these regions an attractive option for those looking for a reduced cost of living.
Still, the real estate market in Portugal continues to present sharp contrasts, reflecting different economic and social realities between the coast and the interior of the country. While in some places in our country you can purchase a home for less than 30,000 €, in others the same space can cost you more than € 500,000.
