In a note, the folder reinforced the importance of the preservation of public space for Carnival 2025. Picking is treated by Semop as an environmental crime, according to Municipal Law 8.645/2014, being classified as an act of vandalism.

By 2024, the Secretariat had already coordinated an operation to remove graffiti by street vendors, with the collaboration of the City Maintenance Secretariat (Seman), the Municipal Civil Guard (GCM) and the Salvador Urban Cleaning Company (Limpurb ).

Semop’s director of public services, Alysson Carvalho, highlighted the severity of the act and the impacts he has on the city. “It is unfortunate that, once again, we are facing this situation, which transforms revitalized areas into places with abandonment aspect,” he says. He also stressed that graffiti is not just an aesthetic problem, but an infraction with legal consequences. “It’s not just a harmless conduct, but a crime. In addition to criminal liability, the caught street vendor may have his license revoked, ”he explains.

According to Semob, for the carnival of 2025, a total of 5,335 street vendors were accredited to work in the Dodô Circuit. They will have access to points for informal commerce from the eve of the party, with supervision teams to ensure the order and smooth progress of activities during the largest street party in the country.
