State Public Security Secretariat made exchanges in police stations and police departments
São Paulo Secretary of Public Security, Guilherme Derrite (PL), announced on Monday (10.FEV.2025) a series of changes in the leadership of Civil Police police stations and departments. The resolution was published in DOU (Official Gazette). Read the document (PDF – 371 kB).
Substitutions follow others already held in January, when Derrite renewed the leadership of important departments. To the Poder360the SSP stated that the changes are “Fruit of a series of promotions and routine movements”.
The changes occur amid the growth of 48.6%in 2024 of the number of deaths caused by police interventions in São Paulo. Some cases had great repercussions, such as one.

- Luiz Carlos do Carmo, will take over the Department of Judicial Police of Macro São Paulo (Demacro);
- Flávio Ruiz Gastaldi, will command the Department of Judicial Police of São Paulo Interior (Deinter 6), in Santos;
- Júlio Guebert, was transferred to the Department of Administration and Planning (DAP);
- Marcelo Jacobucci will command the Civil Police Intelligence Department (Dipol).
Involvement of police with the CCP
These changes also occurred in response to linked to the murder of Vinicius Gritzbach, CCP whistleblower (first command of the capital) in November 2024. Currently 26 people are detained in connection with the case, including 22 civil and military police.
Three military police are among the detainees, suspected of direct involvement in the execution of Gritzbach at Guarulhos Airport (SP). The investigation into the murder of the businessman points, among the lines of calculation, the possibility that the CCP recruited police to commit the crime. The reason would be Gritzbach’s complaint against members of the criminal organization and security agents.
Despite these changes, Derrite kept the current police leaders, including Colonel Cássio Araújo de Freitas, PM Commander-General, Civil Police Delegate Artur Dian, and SSP Executive Secretary Osvaldo Nico.
Tarcísio kept derite in office
The governor (Republicans) expressed confidence in his team in December, highlighting the importance of not making drastic changes in times of crisis. The speech took place after a sequence of allegations of excesses of the state military police.
Tarcisio said that Derrite is doing a good job at the head of the organ and that proof of this would be “Numbers and statistics” Safety of São Paulo.
One was filed against Guilherme on December 6, 2024. The initiative was led by Deputy Guilherme Cortez (PSOL) with the support of 25 other parliamentarians.

The Civil Police promoted changes in department boards, the result of a series of routine promotions and movements that have been effective since the beginning of the current management. The changes were published in the State Official Gazette this Monday (10). Delegate Flávio Ruiz Gastaldi, formerly head of the Praia Grande Sectional Police Station, assumes the board of the Department of Judicial Police of the Interior-6 (Deinter-6). Delegate Júlio Gustavo Vieira Guebert took over the Department of Administration and Planning (DAP) and, in his place on the board of the Macro São Paulo Judicial Police Department (Demacro), Dr. Luiz Carlos do Carmo was assigned. The Civil Police Intelligence Department (Dipol) will be headed by delegate Marcelo Jacobucci.
