The party also suggests the worsening minimum penalties for crimes of domestic violence criminal association and trafficking in minors.
Parliament discusses and votes on Wednesday a legislative package proposed by IL that includes measures such as the expulsion of foreigners who commit serious crimes or the worsening penalties for crimes such as domestic violence or criminal association.
In total, IL will lead to seven diplomas debate and vote – four resolutions and three bills – among which one to decreate the expulsion of the national territory of foreigners (whether or not they reside in the country) that have been Sentenced to penalties greater than eight years in prison for crimes such as terrorism, torture, life, physical integrity or sexual freedom.
In this diploma, IL also proposes that it is automatically applied the autonomous measure of judicial expulsion to foreigners who are sentenced to more than five years in prison.
In another initiative, the party suggests the aggravation of minimum penalties for the crime of domestic violence: In cases of homicide, the penalty would be between five and twelve years (against the current three to ten), and, in “offense to physical integrity”, would be equally heavier, with a minimum of three years and a maximum from ten (currently two to eight).
IL also proposes the aggravation of penalties for crimes such as the criminal association and, in another bill, minors’ traffickingwhose minimum penalty would go from three to five years, maintaining the maximum limit of 12.
In addition to these bills, IL will also bring to votes four resolution projects, including what It recommends the government to include in the Annual Internal Security Report (RASI) data on the nationality, age and gender of criminals and victims.
The Prime Minister, Luís Montenegro, had already expressed openness regarding this proposal, in a biweekly debate in the Assembly of the Republic in January, admitting that one can always “deepen the knowledge of the factuality underlying the criminal phenomena”.
“Assuming that this recommendation can be approved [no parlamento]I will take it the discussion in the Superior Council of Internal Security, which has the competence to consider, from the technical and operational views, the ability to collect and treat this data, “said Montenegro, in response to Rui Rocha.
In this legislative package, IL also suggests to the government to create an administrative career with security forcesassured by civil and non-police or military, in order to free them from “administrative and bureaucratic tasks” and ensure that they are not overwhelmed.
Another of the resolutions proposed by IL It recommends to the government to throw or resume, “with the utmost urgency”, public tenders to acquire ‘bodycams’ for security forces By the end of this year, as well as “non -lethal means”, namely ‘Tasers’.
This legislative package was announced by Rui Rocha in his closing speech at the IX National Convention of IL, earlier this month in Loures, in which he was reelected president of the party.
In this speech, the president of IL had promised that the party would be more active in the theme of security, noting that, although Portugal is a safe country, “there are certain types of crime in certain areas of the country where there has been something worrying data “.
“IL will be active in the safety discussion in Portugal and we will do it in our own way: with facts and solutions,” he promised.
