The leader of Liberal party (PL) and second deputy mayor of the Chamber of Deputies, Cavalcante (RJ), filed a bill that corrects the lag of the Individual Income Tax (IRPF) table, expanding the exemption range to $ 10,000 and changing the other tracks – the percentage of 27.5% of I would focus on gains greater than R $ 20,647.00. The text also promotes an adjustment of the portion free of some types of taxpayers of taxpayers over 65 years.

The deputy’s proposal is filed after the government reiterates among the priorities of the year the bill that – the commitment was presented to the presidents of the House, Hugo Motta (Republicans-PB), and Senate, David Alcolumbre (Union-AP). This value was a campaign promise in 2022, both by President Luiz Inacio Lula da Silva and former President Jair Bolsonaro.

The government announced that it would continue with the proposal in November 2024, amid discussion of the spending containment package, which reverberated badly in the market.

The project, however, would be sent in 2025 to have effects next year. Finance Minister Fernando Haddad has reaffirmed that the IRS was redoing some calculations to calibrate the proposal, especially regarding the taxation of companies.

President Lula himself has even said that only a small adjustment in the text is missing so that he could be sent to Congress.

The Cavalcante project on Tuesday night, 11, argues that the IRPF table has a 167.02% gap between 1996 and 2024, according to calculations by the National Association of Federal Revenue Tax Auditors (UNAFISCO ).

He acknowledges that the lag is smaller in the first track, for those who earn up to R $ 2,259.20 “due to the corrections made in the last two years by the government of President Luiz Inacio Lula da Silva (PT)”.

“However, we will propose the exemption of income tax for taxpayers who receive up to R $ 10,000.00 per month, from January of the calendar year of 2025,” says the text.

The new table suggested by the deputy includes the following rates:

  • 0.0%rate: For income up to R $ 10,000.00;
  • 7.5%rate: for income of R $ 10,000.01 to R $ 12,500.71;
  • 15%rate: For income of R $ 12,500.72 up to R $ 16,588.86;
  • 22.5%rate: For income of R $ 16,588.87 up to R $ 20,647.00;
  • 27.5%rate: Income over R $ 20,647.00.

In justification of the project, Cavalcante also proposes amendment to another law, to adjust the portion free of retirement and pension income, transfer to the paid reserve or reform of taxpayers over 65 years.

The text remembers tools provided by the tax authorities to taxpayers, such as the assisted annual adjustment statement and the pre-named.

“In addition, and above all, it should be noted that the limitation of the aforementioned simplified discount will not prevent the taxpayer of the IRPF use the tax deductions provided for in the legislation to which it actually is entitled, such as spending on social security, medical and educational expenses, as well as Expenses of fixed value by dependent and will not reach taxpayers of lower purchasing power ”, argues the deputy.

He closes the proposal asking for the collaboration of fellow deputies for the approval of the text “in the hope that the cause defended here will also be adopted by the noble pairs.”
