One of the most notorious cases is Bruno Lopes – who even Zap in October – who was without Via Verde identifier for two months.
“Every trip from Ovar to Aveiro, which I often did, if I forgot to pay any of the portals, would stay for about 600 euros for the trip and 600 euros for the coming,” Bruno Lopes tells.
The driver reveals that he began to receive dozens of daily cards from the tax authorities. “When I went to see on the finance website, I had close to 80 thousand euros in tax debts. Obviously I had no money to pay, it’s an exorbitance, ”he describes.

This situation is not a single case, so much so that the government approved a law in July 2023 that limits the maximum amount charged by toll fines. The legislation should have entered into force in July 2024, however, it is only being applied to new fines and not to old cases, due to a delay in updating the computer system of finance.
The bill was presented by the liberal initiative, which now disputes the delays of finance in the application.
“A company or a private one cannot say after a law comes into force ‘sorry, our computer systems do not work, we cannot apply this law, so wait until we implement the computer system.’ This is precisely what the Tax Authority is doing, ”argues Il Carlos Guimarães Pinto, who describes the punishment of old debtors as“absolutely disproportionate, unfair and immoral“.
When the law will be applied, Bruno Lopes anticipates that his debt goes to about 8000 euros and still expects it to be reimbursed by the 20,000 more paid through the execution of your inheritance.
The Ministry of Finance says that computer problems should be resolved later this month, allowing the implementation of the law.
