The minister, president of the Federal Supreme Court, said on Wednesday (12) that the state needs to resume control of prisons to prevent the prison system from feeding criminal factions.
“It is essential for a good public security policy the Brazilian state to resume control of the prison system. There are more than 70 factions in prisons today. And people who enter this system, if the state do not welcome them, are welcomed by factions.” , he said.
The speech was part of the Supreme’s president’s speech at the launch of the Pena Pena Pena Plan, developed by the judiciary and executive powers to face Brazilian prisons, in a ceremony at the STF.
The Minister of Justice and Public Security was also present. “It is not about granting undue perks, but of rescuing the dignity of people who are under the custody of the state,” he said.
The plan must be followed throughout the country, as it is due to the determination of the Supreme Court in the action that. The proposals were approved in December 2024 by the Court.
“The penitentiary system is experiencing a food factor of criminal organizations in the country. We have to avoid this by controlling the penitentiary system,” Barroso said.

The ceremony included the signing of several agreements for the execution and monitoring of the plan and the launch of Employment 347, set of actions of Pena Fair to offer occupation for 100% of people arrested, as well as the launch of seal alluding to the program in partnership with the Correios .
