Tarcisio allies feared that a meeting of the Paulista Governor with Lula irritated the former president, who has already been critical of some routine movements of contact with the current federal government. A mixed bidding committee of the project was established on the 31st, with representatives of the federal and state governments, as well as members of Antaq (National Waterway Transportation Agency) and Artesp (São Paulo State Transport Agency).
The plan is that, in 15 days, this mixed commission is the bidding and who will be its main responsible, although in practice this decision will be made in a political hit between Lula and Tarcisio. The meeting must be attended by the Minister of MPOR (Ministry of Ports and Airports), and the Minister of the Civil House, Rui Costa.

Alongside the governor of Sao Paulo and the mayor of the state capital, Ricardo Nunes (MDB), ministers of the first echelon of the government () criticized the coup acts and the plot of murder revealed by the investigations of that week.
