The Technical Area of the Federal Court of Audit (TCU) recommended to the Ministry of Social Development the suspension of transfers to the NGO MOVER HELIPA, from São Paulo, as evidence that the entity would not be delivering part of the meals provided for in the Solidarity Kitchen program. The case is under investigation by the Federal Police.
The Solidarity Kitchen Program, launched in December 2024, allocates funds to the entities responsible for the operation of community kitchens that offer meals to vulnerable people.
In the case of Move Helipa, at least four of the 39 agreed kitchens would not be providing the lunch boxes according to the contract, and some of the meals delivered would have nutritional quality below expected.

The agreement between the federal government and the NGO was signed in November 2023, with a forecast of R $ 5.6 million for a period of 12 months. To date, the entity has received $ 3.9 million.
Given the complaints, the Ministry of Social Development announced on Thursday (14) not only to move Helipa, but also to three other entities. The case generated opposition reactions to the government of President Luiz Inacio Lula da Silva (PT). On Tuesday (11), PL deputies and allied parties brought warm empty to the House plenary in protest against alleged fraud.

“The warm that should be feeding the poor Sao Paulo was simply not delivered,” said Deputy Paulo Bilsyj (PL-SP).
With a total budget of R $ 30 million, the Solidarity Kitchen program covers the cost of R $ 2.40 per meal and allows resources to be used to buy food, equipment reform and employee remuneration. The TCU now analyzes whether there are irregularities in other entities benefited by the program.
