Text by Senator Beto Faro (PT-PA) aims to protect farmers from market fluctuations and strengthen food security
To reduce the influence of dollar variations and international prices, a project provides for the adjustment of minimum prices of rice, beans and cassava according to a combination of domestic and global domestic factors.
PL 123/2025, of the Senator (PT-PA), aims to protect local producers from market instability, without impairing the balance of Brazilian exports. This is a (PDF – 52 kb).
The project includes the new criteria in the decree establishing rules for setting minimum prices. According to the text, prices should be calculated based on production costs, with adjustments determined by the variation of international prices, and the fluctuation of the dollar in relation to the real.
In the case of negative variation of international prices or exchange rates, the proposal establishes that the minimum prices adopt, such as floor, production costs, ensuring minimal profitability to producers. The text also provides that the annual crop plans include estimates of product volumes that the government intends to purchase or equalize producer prices.
In justification, the senator states the significant loss of areas planted with these cultures in recent years. “It is necessary to seek an institutional means of remedying these erosive effects on the base producing of these nuclear foods under penalty of the aggravation of risks for food safety in Brazil”declared Beto Faro.
The congressman states that in 1995, rice, beans and cassava crops represented 26% of the total temporary crop area, while by 2023 the index fell to 5.9%.
The project seeks to avoid further imbalances in the domestic market, without creating obstacles to the exporting sector. Beto Faro argues that the proposal is fiscally sustainable, as it is limited to 3 products, and contributes to the formation of public inventories in a scenario of extreme and frequent climate events.
