Barroso defends mixed district vote for elections in Congress

President of the Supreme Court states that change would allow the voter to “know who represents him”; Chamber discusses change

The President of the (Supreme Federal Court), Roberto Barroso, defended on Monday (17.FEV.2025) mixed district vote in proportional elections. According to the minister, the model is ideal because “It allows the voter to effectively know who represents him”.

Barroso justified support for the proposal by saying it would be a solution to decrease the distance between politics and society. In the mixed district vote, each member of the National Congress is elected individually, according to the geographical limits of 1 district by most votes (simple or absolute).

Today, federal deputies are elected through a proportional voting system, in which the election of candidates is distributed among the party.

Semipresidencialism

Asked about the PEC (Proposed Amendment to the Constitution) of semi -presentialism in the House of Representatives, Barroso said he already defended the point of view in 2006, but said he considered the reform in the most important electoral legislation.

“This is a political issue that will depend on the debate in the National Congress. Doctrinally, I have already defended this point of view in a long article in 2006. What I consider most important, and I think the mayor has taken the initiative to trigger this debate, is the shift of the electoral system to a district voting system mixed”he declared.

The Supreme Dean, Gilmar Mendes, already the debate on the subject. The minister has connected the idea to the size of budget control that the National Congress has achieved in recent years. According to him, there are distortions that need to be discussed.
