Diversion of funds
Months before the beginning of torture and persecution that the former maid couple denounced they had suffered inside the army, Fernando and Laci went into direct shock with the military summit, after denouncing alleged deviations of funds by graduated officers.
At the time, Fernando identified irregularities in bidding processes between a hospital company supplier and the Brasilia General Hospital (HGEB), managed by the Army and where he worked. Subsequently, HGEB was renamed the Brasilia Military Hospital (HMAB).
Also after the complaint, Fernando was threatened by a representative of the supposedly involved company. As a reprisal, he was removed from office and transferred to the southern region of the country, while Laci was sent to Osasco (SP), away from his partner.
At this time, Laci was away from activities due to a health problem. After the transfer to the city of São Paulo, the former sergeant did not attend the new post and was considered a deserter. The couple considered the consequences as persecution motivated by the revelations.
Finally, Fernando asked for the army’s dismissal, and Laci responded to an internal process by desertion, which could result in his expulsion. However, in view of the evidence that the persecution caused him psychological disorders, he was transferred to the reserve – and entitled to receive only part of the salary. Today, he also charges in court the full payment of the money.

In December 2006, two years before Laci’s arrest and shortly after Fernando denounced the alleged case of corruption to the corporation, General Ademar da Costa Machado Filho, at the time ahead of the 11th Military Region, in the Federal District, was recorded during Meeting referring to the couple as “deer” and planning the arrest of the duo.

Inter -American Court
The cases of torture and persecution were taken to the Organization of American States (OAS) by the Non -Government Organization (NGO) Center for Justice and International Law (CEJIL) after the process that ran in the Superior Military Court (STM) being finalized, in all degrees of resources and without merit analysis.
In the OAS, the Inter -American Court, responsible for the analysis, understood that there was a considerable number of violations of the rights described in the United Nations United Human Rights Declaration (UN), a document of which Brazil is a signatory.
Currently, there is a request from Brazil, which is a defendant in the process, so that the action is highlighted for the evaluation of possible agreement.
Fernando, however, told the report that the couple does not give up the investigation of the case or the need for punishment for torture crimes. “For us, it is essential that there is no amnesty. If we realize an attempt at this, we will not make agreement, ”he emphasized.
