Immigrants at the Porta da Aima, in Porto
The two temporary installation centers for immigrants in illegal situations in Portugal must be completed by June 30, 2026; And, according to the Council of Ministers Resolution, they will be the responsibility of the PSP.
Last week, the government approved the construction of two temporary installation centers, with a capacity of 300 people and a budget of 30 million euros funded by the Plan of Recovery and Resilience (PRR).
This Monday, was published in Diário da República the resolution authorizing the PSP to assume multi-annual charges and to carry out expense related to the acquisition of public work contract for the construction of these infrastructure.
The resolution states that the government decided to centralize in the Public Security Police the competences in the field of management and operation of the temporary installation centers (CIT) and the spaces equated to temporary installation centers (EECIT).
These spaces should be used to welcoming and permanence of the nationals of third countries subject to the screening procedure, as well as the procedure of removal from the national territory.
“Thus, an investment is planned that aims to build two cit, Until June 30, 2026with capacity for 300 people, using the financing provided for in the recovery and resilience plan for this purpose, ”the document needs.
One in Odivelas and “another in the north”
The Minister of the Presidency, António Leitão Amaroindicated last week that one of the centers will be built in Odivelas, in the Lisbon region, and the other in the Northern Region, and there is no definite place yet.
Leitão Amaro justified these centers with the need for Portugal not to have “ability to install foreign citizens identified in an illegal situation today”.
Investments are also planned to ensure the requalification and expansion of the existing EECI at the international airports of Lisbon, Porto, Faro, Funchal and Ponta Delgada.
The government considers that “it is expressed the need to enter into contracting contracts (under the form of conception) for the construction of new cit.”
“Thus, it seems to be simultaneously urgent and imperative, for safety reasons, the creation of new places for reception, the legislation in public hiring provides for the use of exceptional regimes, capable of ensuring the protection of internal security, namely through Confidentiality and special security measures, and should be cautious, in the respective contracting process, namely in the contractual execution phase, these same aspects ”, says the resolution.
The Diário da República document determines that PSP cannot exceed 10 million euros this year and 20 million euros in 2026.
