Contrary question question the legitimacy of the decision, taken at a meeting commanded by the president of the acronym, Gleisi Hoffmann (PT-PR)
The PT National Directory approved, on Monday (17.FEV.2025), change in the rules for renewal of mandates of affiliates, both in the legislative houses and for positions in the party. From the change, the petistas may apply for reelection as many times as they want.
The decision generated revolt on the part of the party. The leader of the leftist joint – current of the PT -, Valter Pomar, said in his, that he does not recognize the “Legitimacy and legality” of the measure.
The leader starred in a discussion with the party’s federal deputy and secretary of communication, (PT-SP), during the meeting, conducted by the party president (PT-PR), and held online.
Change moves 2 articles of the party statute:
- “Art. 32. They will be ineligible for positions in executive committees, at any level, affiliated and affiliated who have been members of the same executive committee by more than 3 consecutive terms or two consecutive terms in the same position. ”
- “Art. 141. You may not present yourself as a pre-candidate or pre-candidate, to postulate the same position, the parliamentarian who has already been elected to 3 consecutive terms in the same legislative house, and in the case of the position of senator or senator, the parliamentary that has already been elected for 2 consecutive terms in the Federal Senate. ”
Now there will be no more restriction. The approved article amends the bylaws so that the rules do not apply to, scheduled for July 6, 2025, and the 2026 elections. With this, leaders and congressmen will be able to renew their elective mandates.
The change also establishes that the text of the revoked articles may be “Debated” e “updated”, “Considering the reality and current political conditions in the National Congress that will discuss the statutory reform.”
The main point of divergence is the amount of votes. There were 60 in favor of the change, 27 contrary and 4 abstentions. The minimum vote would be of the members. This means that to approve the measure would need at least 62 votes.
Tatto said ao Poder360 that 2 votes were not computed and therefore considers that there were actually 62 votes. “And the other side that had 27 [votos] It doesn’t even give ⅓ because 4 abstained. So, this is the whimper of those who lose ”he said.
For Tatto, 60 votes is a significant number. According to the deputy, the 2 votes were not computed for online system failure. “The connection falls, the guy comes back, then comes in and says’ I voted”these.
CONTRARY
Orchard questioned this in its publication. “I then requested that the change proposal was valid only if it had at least support among the members of the National Directory. The party president, who was driving the meeting, did not accept my question of order. And the argument to refuse was presented by Jilmar Tatto. According to him, the Statute does not provide for the requirement of qualified majority to approve statutory changes ”these.
The petista argued that the Statute establishes even more rigid rules for changes in his text. “Therefore, adopting the need for 2/3 to approve a statutory change is already a huge liberality. But at least ensures that some statutory change can only be made with a qualified majority. What Jilmar Tatto defended and Gleisi Hoffmann referred is based on the jungle law: any majority can change any status item that an eventual majority consider to change ”he declared.
Orchard was one of 4 who abstained from the vote. “For all this, I do not recognize the legitimacy and legality of this decision. And so I chose to abstain, because I understand that vote against it would be to consider it acceptable that this illegal and illegitimate vote could occur ”, these.
The petista also said he understood the reasons for authorizing the reelection of congressmen, but manifested himself contrary to permission to party leaders. “Does the party have difficulty renewing its directions? Of course. But the proposed solution will only make renewal difficult, facilitating bureaucratization, perpetuation, oligarchization ”he said.
Orchard attributed the definition to existing divergences in the summit of the PT majority group, the CNB (building a new Brazil). “Whatever the reasons for CNB and those who supported it (especially Avante and PT movement), the fact is that party democracy was run over. And that we know how it starts and knows how it ends. And it doesn’t end well ”he declared.
Election in July
The election scheduled for July has as one of the favorite candidates the former mayor of Araraquara (PT-SP). He would have the support of the president (PT) to succeed Gleisi in the party presidency.
The possible appointment of the deputy as the General Secretariat of the Presidency goes through this articulation. Gleisi, however, would have a preference for a party president of the Northeast. In addition, the change in statute allows the deputy to seek reelection.
Tatto disputes that Edinho is Lula’s candidate. “Lula said that Edinho can be a good candidate, but CNB has several candidates”these.
The deputy cited the current government leader in the House (PT-CE), the Minister of Labor, the President of the Perseu Abramo Foundation, Paulo Okamotto, and the Senator (PT-PE), as possible candidates.
The criteria for application were launched during the meeting of this Monday. The party also decided that the election for the PT presidency will be made in direct vote. “Then, the PT affiliate, we have 2.3 million affiliates, can vote for the national president. Because in the last two elections it was congressional, by delegation, it was indirect. The party is democratic ”said Tatto.
