The former president Michel Temer (MDB) said on Tuesday (18) that opposition to executive branch is fundamental, and that it exists to “help govern.”
The statement was made during the Mato Grosso Meeting of Municipalities in Cuiabá, promoted by the State Court of Auditors.
“Opposition in the democratic system is fundamental because opposition prevents a concentration of power prevents authoritarianism. The opposition is the result of democracy, to have a side other than the side of the situation. There is the opposition in democracy to help govern ”said Temer.
According to him, this is the “constitutional sense”, but the “political meaning” is what is used.
“I am obliged to say, by the history of Brazil, that this is not the meaning that is made of opposition, this is the constitutional meaning. But the meaning that is used is a political meaning. I.e, If I lost the election, I have to destroy those who won the election and this is incompatible with democracy“The MDB politician continued.
Harmony between the powers and “war” of classes
Temer also commented on the relationship between the executive and legislative powers and the left and right concepts in Brazil. According to the former president, it is a
“Many and often it is said that those who are called the right is against the poor, and who is the so -called left is in favor of the poor, this is a mistake,” he said. “These concepts are electoral concepts. Here in Brazil, we have established a war between the employee and the employer. ”
According to him, both ideologies were “entirely overcome” after the fall of the Berlin Wall in 1989. In relation to two of the three powers that make up the political spectrum of the country, the former chief executive commented on the limits of the President of the Republic and the
“It is often thought that the president can do everything, he can’t,” said the MDB politician. “Who rules the country is the executive, along with the legislature. This interaction is fundamental, for a reason also of a constitutional nature, ”he added.
“From the moment I see the country, powers litigating among themselves, the bodies of power often litigating with each other,” he said. “This equation of a harmony of powers has to be taken into account,” he said.
