According to Attorney General, criminal organization headed by Bolsonaro and Braga Netto lasted from July 2021 to January 2023
The Attorney General of the Republic, Paulo Gonet, offered a complaint against the President (PL) on the night of this 3rd (18.FEV.2025). For him, the former chief of state was the leader of the criminal organization which planned a coup d’état in 2022. Here’s the full (PDF e).
“The crimes described are not instant occurrence, but unfold in a chain of events, some with more remarkable visibility than others, always articulated to the same goal – that of the organization, Ahead of the then President of the Republic Jair Bolsonaro, not to leave power, or to return, by force, threatened or exercised, contrary to the determined result of popular will at the polls“, disse Gonet.
The coup plan, according to the PGR and the Federal Police (PF), was intended to keep Bolsonaro in power in case of defeat to the then candidate for the election and current president (PT). He would have started in July 2021 and extended until January 2023. The execution of the plan was not only due to the lack of support from the Army High Command.
The complaint offered to the court on this 3rd fair points to the group leaders the former president and his candidate for deputy at the time, General-in the Contragolpe operation in December 2024.
The organization would be “Rooted in the very structure of the state” and had a strong influence of military sectors. The group developed in hierarchical order and with among its members, according to Gonet.
According to him, Bolsonaro and Netto “They accepted, encouraged, and performed acts typified in the criminal legislation of attack against the legal good of existence and independence of the powers and the rule of democratic law.”.

Chronology of acts
Bolsonaro’s performance to make the coup possible, according to Gonet, since 2018, with the discredit of the Brazilian electoral process that uses electronic ballot boxes. The executions culminated in the so -called Copa 2022 operation, a code name used by those involved. The success of the plan, planned for December 15, 2022, was not due to lack of support from the Army High Command.
The last act of the supposed plan was January 8th. The complaint points out that the group encouraged the mobilization of people in front of the Army headquarters in Brasilia, asking for military intervention in politics.
Plan begins in 2021
PGR’s analysis remembers 2021, when the former president began to adopt a posture to publicly pronounce on his discontent with the decisions of the STF, the TSE and the electronic electoral system.

- Mauro Cidformer assistant of Bolsonaro’s orders.
Here are the penalties determined for each crime by which Bolsonaro will answer:
- violent abolition of the democratic rule of law – 4 to 8 years in prison;
- coup d’etat – 4 to 12 years in prison;
- Integrate armed criminal organization – 3 to 17 years in prison;
- Qualified damage against Union’s heritage – 6 months to 3 years;
- DECLARED OF HERITAGE – 1 to 3 years.

PF INDICIATION
The PF (Federal Police) Bolsonaro, the candidate for deputy and former defense minister, General Braga Netto, former orders of orders, Lieutenant Colonel Mauro Cid, and 34 people on November 21 last year. On December 11, the corporation plus 3 people among the accused, totaling 40.
