Rapporteur will negotiate with FGTS’s new project on a new withdrawal option

Once you have a postponed vote, the proposal that allows parents to move resources from the FGTS Fund (FGTS) after the birth of children or the adoption will be negotiated with Caixa Econômica Federal.

The text was on the agenda of the Chamber of Deputies on Tuesday (18), but was withdrawn at the request of the rapporteur, Deputy Zé Haroldo Cathedral (PSD-RR). The parliamentarian will negotiate changes to reduce the financial impact of the measure, estimated at $ 63 billion, according to the rapporteur.

The postponement of the vote matters to the government. The FGTS is operated by Caixa and finances housing projects in the country. From 2019 until last year, the fund granted more than $ 444 billion in credit for housing financing.

After negotiations, the rapporteur must present a new text to enable the return of the proposal to the Plenary’s agenda. For the substitute presented on Tuesday, the project would also allow the withdrawal of part of the FGTS account resources for working mothers facing social vulnerability conditions.

“There are many disagreements around this project because it is a project that causes a great withdrawal [no fundo]of estimated value of around R $ 63 billion. The text presented is not the definitive text, I am in conversations with both associations and Caixa Econômica to trim edges, ”the rapporteur said in an interview in the House.

What the project says

Zé Haroldo Cathedral (PSD-RR) presented a replacement that consolidated suggestions of ten projects that were attached, that is, together, for dealing with similar themes. From the list, the oldest project was presented by Julião Amin (PDT-MA) in 2017.

By the text presented, after the birth or adoption of children, workers’ parents will be able to withdraw the equivalent of up to twice the gross salary of any of the parents, which should be withdrawn from the linked account that has the highest balance.

According to the current version of the text, the working woman who is a head of household or solo mother can withdraw up to twice her gross salary when:

  • face difficulties in supporting your family;
  • is legal responsible for a disabled person or disabling health condition or bearer of serious illness;
  • need to promote one’s own health when pregnant or parturient, as well as children, of their conception, up to five complete years;
  • break with economic dependence on situations of exposure to domestic violence.

In addition, the FGTS curator council should discipline the new rules to “benefit low -income workers and preserve the financial balance of FGTS”.
