The Minister for Digital Transformation and Public Function, Oscar López, has taken the first step to regulate in the law the access to the partial retirement of the officials, has done so through one of the 37 amendments presented on Wednesday by the group Socialist parliamentarian, in whose writing the Ministry has participated, to modify the future Public Function Law. These include another proposal to expand from 70 to 72 years the forced retirement age of officials. The rest of the groups have also submitted their proposals for the norm, which must now continue its parliamentary process since the amendment period ended this Wednesday.
The one currently provided by law for all employees, including the labor personnel of the administrations, but not for official personnel. It allows to make part -time work compatible with the collection of the pension. Therefore, to get amending the amendments of the law, officials will recover the possibility of retiring in advance, something they could do until in 2012 the PP government prohibited it for this group.
“The objective of this reform is to match the private sector in the possibility of traveling between active and withdrawal life, guaranteeing the transfer of knowledge between generations,” they explain in the socialist group. To resume this type of retirement, they are proposed
In addition, if approved in the terms proposed by the PSOE, the regulation of partial retirement for these workers will collect as a novelty the figure of the reliever (which will supply the hours that the partial retiree does not do) and that, for the first time it will also have to be career official.
The future Public Function Law will also collect, according to socialist amendments, the expansion of the age at which the workers have to be retired, passing from the current 70 years to 72. The extensions in active service will be granted for the period of a year to those mentioned 72 years and, if there is no express response, it will be understood that the prolongation of the official is approved in his position. This responds to the demand for several groups that have demanded to raise the age at which they can remain active, including doctors, judges or university professors.
Among the 37 socialist amendments there are also others aimed at improving the reconciliation and family care of the collective of officials. In this matter, a legal modification proposal has been submitted so that the parental permit of up to eight weeks for the care of a son, daughter or minor welcomed (until the moment in which the child turns eight years), complying with the European directive in conciliation matter.
If the remuneration of the permit was finally going, there would be a difference with the private sector, where this is not applied. This despite the fact that the government, and specifically the Minister of Social Security, Elma Sáiz, in companies. Another amendments proposes the accumulation of the birth or adoption permit for single -parent families.
