Brazil and Portugal signed, on Wednesday (19), 19 bilateral agreements in areas such as health, public safety, tourism and science and technology. The acts occurred after the 14th Brazil-Portugal Summit, chaired by the President Luiz Inácio Lula da Silva and the Prime Minister of Portugal, Luís Montenegroat the Planalto Palace, in Brasilia.
“Exchange with Portugal is acquiring a diverse profile, with integration of relevant productive chains that favor the export of Brazilian products of higher added value. This relationship is expected to deepen further when the European Mercosur-Union Agreement comes into force, ”Lula said in a press release on the trade agreement negotiated for more than 20 years and finalized last year.
“When commercial protectionism gains strength in the world, we demonstrate the potential of integration. There is no doubt that the deal will bring benefits to both blocks. It will mean access to cheaper goods and services, increased investments and renewed cooperation to protect the environment, without prejudice to the policy of Brazilian neoindustrialization, ”said the president.
Before the summit, Lula received the head of the Portuguese government for a private meeting and then joined the delegations of both countries. The high -level meeting aims to discuss and strengthen bilateral cooperation in various areas, such as defense, safety, justice, science, environment, trade, health and culture. The previous edition was held in Lisbon, Portuguese capital, in 2023, during Lula’s visit to the European country. At the time, 13 bilateral agreements were signed.
In 2025, the 200 years of the establishment of diplomatic relations between Brazil and Portugal are celebrated. Currently, more than 500 thousand Brazilians reside in Portugal, and about 150 thousand Portuguese live in Brazil. It is the second largest Brazilian community abroad, behind only the United States.
Given this historical relationship, Lula stated that “there is no room for racism and xenophobia” between Brazilian and Portuguese communities.

“In these 200 years, many Portuguese have come to establish and create roots in our country, just as many Brazilians moved to Portugal and constituted ties there. I told Prime Minister Montenegro that we need to deconstruct the lying narrative that associates Brazilian migration with increased crime in Portugal, ”said Lula.
Bilateral acts
The acts signed today in the presence of Lula and Montenegro are:
- Justice: Cooperation Agreement on Investigation and Combating Transnational Organized Crime and Terrorism.
- Institutional Security: Revision of the Agreement for Classified Information Protection.
- Port and airports: promotion of cooperation in port areas, infrastructure development and terminal operation.
- Health and social development: cooperation and exchange of experiences to promote healthy eating and prevent obesity.
- Environment: cooperation in climate and ecosystem management areas.
- Culture: Collaboration between the Brazilian Institute of Museums (IBRAM) and the Museums and Monuments Institute of Portugal.
- Tourism: Action Plan for Tourism Development in the period 2025-2027.
- Agriculture: Cooperation to simplify wine domain procedures and other wine products.
- Technology: Cooperation and Exchange of Good Practices on Digital Dialogue.
“We launched a digital dialogue to deepen the debate on artificial intelligence and other emerging technologies. Advance in the struggle against extremism and its new faces, which have proliferated mainly in the digital world, is a shared urgency. Portugal and Brazil work with similar views on the regulation of large technology companies and the fight against misinformation, ”said Lula during the press statement.

Another 10 acts were signed during the summit involving various Brazilian and Portuguese ministries, agencies and institutions.
It was also confirmed the purchase of 12 Super Toucan aircraft by the Portuguese Air Force and the partnership between Ogma Aeronautical Industry of Portugal and Embraer to adapt the aircraft to standards of the North Atlantic Treaty Organization (NATO). Brazil also announced the installation of office of Apexbrasil, Brazilian promotion agency, in Lisbon.
After the press conference, the leaders and entourage went to the Itamaraty Palace, where Lula offered lunch in honor of Prime Minister Luís Montenegro.

Diplomacy
This Tuesday (18), Lula also received the president of Portugal, Marcelo Rebelo de Sousa, who is the head of state of the European country, a more diplomatic function. In Brazil, the President of the Republic holds the two positions: Head of State and Government.
In the evening, the two participate in the delivery of the Camões Literature Award Adélia Prado, at the Itamaraty Palace, the main prize of Portuguese Language Literature. Divinópolis Minas Gerais, Adelia is 88 years old and is considered the greatest living Brazilian poet. She did not attend the ceremony for health reasons and was represented by her son Eugênio Prado.
