Proposal prohibits hiring by the City Hall of Artists and Events that refer to criminal organizations and drugs
The Manaus City Council () received on Tuesday (18.FEV.2025) Bill prohibiting hiring shows and events that apologize to organized crime and the use of drugs with public resources. The text, authored by Councilman Raiff Matos (PL), is awaiting analysis of thematic committees.
The proposal vetoes the municipal administration, direct or indirect, to hire, support or sponsor artistic presentations that encourage criminal practices. The project establishes 100% fine of the contract value in case of non -compliance, with funds intended for municipal basic education.
“Culture plays a fundamental role in society. We need to ensure that public resources do not fund shows that promote organized crime ”declared Matos.
The text provides that complaints can be made via the Municipality’s Ombudsman. The inspection will be in charge of the Metropolitan Civil Guard and the Military Police.
National movement
The proposal integrates national movement of similar projects. In Rio de Janeiro, councilors Talita Galhardo (PSDB) and Pedro Duarte (New) filed a similar text in 17.FEV.2025. In São Paulo, Councilwoman Amanda Vettorazzo (União Brasil) presented a project on 15.Jan.2025.
The name “Anti-Ouam Law” refers to Trap Oruam singer, who performed at Lollapalooza 2024. During the show, he asked for the release of his father, Márcio dos Santos Nepomuceno, known as Marcinho VP, detained since 1996 and pointed as leader of criminal organization in Rio de Janeiro.
At the federal level, Deputy Kim Kataguiri (União Brasil-SP) proposed law that extends the prohibition to hiring the federal government.
