The idea of ​​the new table is to increase the progressivity of income tax: in relation to the current collection scenario, there would be a discount of taxes for Brazilians who earn between $ 5,000 and $ 15,000; At the same time, those of income exceeding $ 25,000 would be more burdened.

In an interview with CNNMelchionna indicated that this proposal would not be “neutral” from the tax point of view – that is, it would need compensation for the renunciation of collection. “It has to be accompanied by the taxation of great fortunes and the taxation of profits and dividends,” said the deputy.

The opposition presented last week its alternative to the reform, with text that expands the exemption ceiling to $ 10,000. Author of the proposal, the leader of the PL, Sostenes Cavalcante (RJ) proposed in an interview with CNN Tighten Bolsa Familia inspection and eliminate fraud as a way to cut spending and compensate for the measurement.

According to the deputy, the country’s current vacancy rate (6.4%), which is equivalent to 7 million people, according to the Brazilian Institute of Geography and Statistics (IBGE), is incompatible with the number of people who receive the Social benefit in the country: about 54 million Brazilians.

“Either the IBGE data is wrong or there are many people improperly receiving. Through this comb in Bolsa Familia and one or another cut in ministries, it is possible to pay the exemption, ”said the parliamentarian when mentioning calculations performed by his team.
