The Rio de Janeiro Public Security Bureau is negotiating an agreement with the United States Government for the Red Command (CV) to be recognized as an international criminal organization. The information was published by the newspaper Extrawhich had access to exclusive documents on the subject.
According to the publication, one of the US agencies already involved in the negotiation is the Diplomatic Security Service (DSS), subordinate to the US State Department and responsible for combating international crimes.
CV recognition as a transnational criminal organization (TCO) would allow a broader performance of US government agencies, such as Drug Encarcement Administration (DEA) and the alcohol, tobacco, firearm and explosive agency (alcohol agency ( ATF), to combat the activities of the faction. The newspaper points out that the partnership between Rio and the US governments has been sewn since June 2024.
The justification for the agreement is based on evidence that the CV would be recruiting cronies within the United States and that the faction would have allied with South American cartels to bring drugs to the US country.
MAIN AGREEMENT MEASURES
If the Red Command is classified as a transnational criminal organization, members of the faction may be included in alerts in US immigration systems, making it difficult to enter the US.
Still according to the Extrathe draft of a memorandum of understanding between the American State Department and the Rio Public Security Bureau has already been prepared in August 2024. The document provides joint actions to combat crimes such as corruption, drug trafficking and money laundering, besides to act against the use of counterfeit documents and capture international fugitives.

The agreement, if signed, will be valid for four years and will be reviewed annually. So far, the US Consulate in Rio has not commented on negotiations.
